Yes, definitively. Roll with advantage if you bring honey cakes to the librarian. Roll with disadvantage if you let Kron the Barbarian search everywhere for hidden valuables.
Also, you could give libraries different dRs by topics: King Snorri Giantbane's library has Dwarven history d12, Science d6, Warfare (orcs and goblins) d6, Stinking elves d4.
But thinking of it I reckon it'd be more effective if you gave the library a dR for every quest/mission/research topic.
